The Aluminum Foil would actually get hot from the Sunlight. But hey, if they suggested that, it would make sense because they need anything to make things hotter and prove their point.
Yes the Aluminum Foil would get hot from the sunlight but it would get considerably less hot than say black roofs of most commercial buildings or black asphalt shingles of homes.
Aluminum foil reflects radiant heat.
