the President approved Shell Oil’s request to drill for oil in the Arctic Ocean.

When, where, and how did a US president get authority to approve or disapprove any activity in the Arctic Ocean? Doesn't the Arctic Ocean belong either to all nations or to no nation at all? If Obama has authority to control what happens in the Arctic Ocean God must have given it to him since He's the undisputed owner AFAIK.

I suppose that at some point since 2008 the other 4 nations must have given Obama the right to approve or disapprove oil drilling in the Arctic Ocean. Or more likely, he just assumed that he has that authority since even the US Congress let's him get away with any outrage he commits against the Constitutionally guaranteed rights of America's people in general. When, if ever, will this nightmarish episode in America's history end?
