Cruz wants to legalize their status; he just does not want to give them a path to citizenship. I am sure they will be eligible for Medicare, Medicaid, and Obamacare.

Has Cruz come out and said that he wants to make them legal permanent residents? As legal permanent residents (i.e. with green card), they're pretty much citizens in everything but name. The only thing they aren't eligible for is voting or serving on juries.
