The ad is NOT disingenuous. What is disingenuous is both the article's title and Senator Ricardo Lara.

The article's title limits the ad's critique to water - to make it easier to dismiss - when the ad actually asks FOUR questions:

If Califonians are having fewer children, why... 1) so crowded? 2) so many cars? 3) not enough water? 4) and where are all the people coming from?
Senator Ricardo Lara represents a 70% Hispanic district where his openly gay lifestyle would certainly have alienated his voters from him but for one saving grace:
He is the anchor baby child of Mexican illegals whose devotion to open borders is unquestionable.

Here's a detailed article on Lara, his family, their 1986 Amnesty windfall, and all he's done to benefit the post-1986-Amnesty illegals at the expense citizens & and legal/real immigrants:
