Administrative leave is basically reassignment to a desk job. He’s still fully employed by the department, just reassigned to different tasks.

Suspension is a separation from the department — ie, a temporary firing that can be made permanent. Would be unpaid for the duration of the suspension.

Pretty big difference, IMHO.
