In the video, the guy runs because the cop starts chasing him with his gun drawn even though the threat appears to have dissipated. As the cop starts to give chase with his weapon drawn (perhaps looking for a clean shot to the unarmed guy's back), two other cops show up and exercise resistant over the cop who had drawn his weapon.
sure looks like the perp (in the blue shirt) or someone very close to him has a gun in his hand in the fourth picture, at the very edge of the picture.
Or at the very least the guy was going to tackle the officer.
