Why did Wendy Davis filibuster to prevent abortuaries from having the necessary location and access privileges to be able to properly administer to women when they inadvertently botch abortions?

I assume the baby is dead? If an abortion were truly “botched” it would mean it was unsuccessful which in turn would mean a live baby. Unfortunately this is not the case.
