As for the perps...the only thing you can do with a mad dog is put it down. Put their heads on spikes in front of City Hall and call it a day.
At best, they will receive three nutritious meals a day, counseling, college classes, a shop where they can buy snacks, free legal counsel, social workers, art therapy, conjugal visits, a chaplain, recreation and more.
