I don't know much about the Bible...but isn't there something in there about a separation of powers? Caesar do his thing, and representatives of the Lord do theirs?
I wish Francis would direct his time and energy toward ending the slaughter of those who follow Christ.
as far as I know, the Roman Catholic never agreed to separation of church and state if it could achieve the upper hand.
