They are elected here in Texas. And in these small precincts it doesn’t take that many votes. And since they can evict renters the apartment building owners donate to the JPs’ campaigns. That means they more or less finance their campaigns.

Right, Rita. Right. Sure. You "haven't lived and breathed this story," but you have followed it for two weeks more than I have, and you still buy a narrative that at the very least strains credibility. You stink, Rita.
I tell you, don, this Waco thing has sure lifted the scales from my eyes as to people who are not what they pretend to be.

Don, unlike Rita, I have lived and breathed this story since two weeks AFTER it went down (for the first two weeks I ignored it because I figured it was just stupid bikers getting what they deserved), although Rita has been commenting on it, buying the official narrative from the start, and defends it by saying "nobody knows the facts so it's too early to come down on one side or the other."
AS FOR the Waco paper, here is what I have seen: in letters-to-the-editors that it selects for publication ("Our readers sound off!"), sentiment is overwhelmingly in favor of law enforcement. ON THE OTHER HAND, in anonymous comments made by folks in the comments, which are ONLY visible for I think two or three weeks before they're not visible anymore, the sentiment was EASILY dominated by folks who think something stinks big-time.

“They are nominated by city councils...”
Each county is divided into commissioner’s precincts. There is a justice of the peace for each commissioner’s precinct. Anyone may run for election as justice of the peace in the commissioner’s precinct in which he/she lives. Justices of the peace are not city employees, they are county employees.
