Still can’t figure out a motive. Was he on something? Did he hate women? Did he hate white people? Did he do it on a lark?

I'm going to speculate he was drunk when the notion to shoot sea lions in front of a crowded pier suddenly became a good idea.

Not that being drunk is ever any excuse. I've been known more than a few back myself from time to time and yet the firearms always remained secured.
