To return a lot of jobs to the US, it needs to do three things.

1) Close the border to illegal immigration, and build border prisons for dangerous criminal illegals to be detained awaiting repatriation after serving their criminal sentences.

2) “In 1965, the United States passed the Hart-Celler Act, abolishing nation-of-origin restrictions. Effective June 30, 1968, immigration and naturalization exclusion on the basis of race, sex, or nationality was prohibited. Under the Hart-Celler Act, new immigration criteria was based on kinship ties, refugee status, and ‘needed skills.’”

This law needs to be repealed. It needs to be replaced with a nation-of-*birth*-origin restrictions, to prevent immigration “leap frogs”, who use an acceptable nation as a spring board to come to America. And as with most countries, money and education prior to coming to the US should matter as well.

Likewise, H1-B visas should be restricted to jobs where a “good faith effort” has been made and failed to recruit Americans first.

3) Exclude from the US market companies that do not employ a substantial number of Americans, use American raw materials, or pay US taxes. If they want to play here, they have to follow our rules.

It is abused and this will never happen. H-1b - kill it because its the only way to be sure. There is no oversight of any govt program. None. It is all corrupt top to bottom.
