Leaving? Sure, they could stay as long as they wanted and congress and the courts would find something in the 14th Amendment that unequivocally declares it perfectly alright. Congress doesn't have the balls to question him and as for the Supreme Court?

I suspect Hussein is stirring the pot on purpose to create a situation where he’ll “have to” declare martial law. Once that’s done, he’ll cancel the 2016 election and all following elections. It’s good to be king.
