The terminology you used would be offensive to insects in general since ‘bug’ properly refers to a specific family of insects.
The government hasn't established (or even alleged) there were 177 gangsters having a shoot out in a public place.
Bail was set improperly in the first place, see bail amounts eventually established by actually following the law. Not saying those were necessarily proper amounts, but they are closer to "proper" than $1mm.
