Isnt there a halting mechanism that is activated when the trading becomes very unstable? Like a market tank? The halting mechanism kicks in for several different reasons. The markets tanking is one of them. Another is unusual volume across a market sector, and sudden drops that occur in a matter of seconds.
I think there's a few others which escape me at the moment.
