They can't make it perfect and then fly it. Procurement is seriously screwed up.

I’ll argue until I’m blue in the face that the DOD would have been better off designing and procuring aircraft that were at least initially single mission single service. This aircraft may very well end up making the F-111 look like a glowing success. Ultimately if the F-35 doesn’t work out the military is really going to be up a creek, in a few years the F-35 will be the only tactical aircraft in production anywhere in the U.S. Talk about putting all your eggs in basket.
I would make a great gopher flusher with that thruster, blow prairie dogs right out of their tunnels,, at least until they get the cannon hooked up..
weapons system development cycles sure do get stretched out sometimes..
I think they just meant it could fly and not kill the pilot.
