More than a dozen states have already made plans to fight the rule, even before it was revealed. Senate Majority Leader Mitch McConnell of Kentucky has urged some Republican governors to refuse to comply, setting up a confrontation with the EPA, which by law can force its own plan on states that fail to submit implementation plans.

Mitch the North End of a Southbound Horse could stop this in congress by defunding or better yet closing the EPA. He could stop a lot of Obama's Pen & Cellphone royal decrees if he would make an effort. Mitch The Incompetent like Johnny The Corrupt Crier leading in the house hasn't taken a stand for any Conservative and important pro-USA issue in decades.

I loathe Pelosi and Reid and all they stand for. But as much as I despise them I'll give them this much credit. They knew how to get their agenda pushed through and have done just that.
