I believe so that he can bring it up at a later time. Reid did this all the time.

So it can be brought up again. That is the rule. You saw this a lot with Reid. Anyone in that position would do the same thing.

Because he wants to punch us Conservatives in the nose and his arms are too short to punch God in the nose.

Therefore, he decided to do something to offend us and God in one action.

It was because of another one of those arcane Senate rules, which allows the Majority leader to bring the bill back up again at any time. Reid use to do this all the time.
