How can something be mismanaged when they achieved all their goals and objectives?
Yeah, exactly. To me, “mismanaged” means actions were not taken to accomplish the desired goals of all involved parties.
In this case, many specific actions WERE taken against a specific set of parties to achieve the goals of the few that considers said parties to be “enemies”. I remember Obama saying he’d “punish” his “enemies” (citizens that disagree with him). They knew he supported them without him ever having to say so.
Mismanaged = whitewash.
