There may be some word games going on here regarding Administrative vs Court requests.

DHS/ICE might have issued an administrative detainer request which Sanctuary County Santa Clara then denied. Typically Sanctuary cities demand a court order from a judge before they hold an illegal alien (a rarer and more difficult item to obtain in a limited time).

A follow up question to the County would be did you receive anything from DHS? that would ALLOW you to hold the alien? Did you proactively reach out to DHS regarding the alien? This isn't your first contact with this alien. What did you do in the past vis-a-vis DHS/ICE?

My guess is that the county is playing word games.
