"So “life in prison without possibility of parole” doesn’t mean what it says??"

There is no sentence, other than an already carried out execution, that cannot be changed by a sufficiently motivated higher authority.

So when does “without possibility of parole” change to something else?

What ‘higher authority’ has the power to change “without possibility of parole” to something —other— than what it means?
