LOL! Nuclear scientists. LOL! If they are so concerned about nuclear weapons then they should stop developing them.

The key difference with the middle east vs. Germany is that the middle east has no industry. It takes industry to wage real war and secure victory. If all out war were to occur the middle east would be destroyed in weeks. Do we have the will for all out war. No, not now. Nuke a western city and that will change on a dime.
