I wonder if the judge worded it that way due to the ongoing investigation? As a judge, wouldn’t he be inserting himself if he “implied” Hillary sent or received emails? I don’t have a clue, that’s why I’m asking. He could possibly be removed from the case as judge if he appears to take sides?
Perhaps breaking policy is a determination that can be make by reviewing the facts at hand. Breaking the law is a determination made after a fair reviewing in a court of law, which has not yet happened.
