The man on the left is a Brit civilian who assisted with the disarming, beat-down and restraint of the terrorist. He teamed up with our guys and together they all got the job done.
Really cool recognition from the government of France.
Not to mention the speed at which the honor was given. I wonder if granting this honor is something that the President of France can just bestow, without having to go through any process.
