I humbly disagree. Roosevelt had a pretty good idea about what he wanted to do. Primarily, destroy the Republican party and the local political powers of Tammany Hall and others around the major cities. He was able to do that in a very short time and make those political powers beholden to him and his administration.

Don’t misunderstand me. In general terms, FDR knew what he wanted. But specifics about how to end the depression? He had no clue. He just threw as much against the wall as he could to see what would stick. He was great at what counted, which was reassurance and motivation.
