Well 70% have no Daddy, so the Gangs are their family. So when you feel inferior and discriminated against you transfer your guilt to others (you know, when you hit your thumb with a hammer its the hammers fault)

That's already happened. 'Back in the day,' there were certain areas of Chicago that would place 911 calls for medical or fire emergencies. When the emergency vehicles arrived on scene, the natives would open fire. It got to the point that police would have to in and sweep before EMS or fire would even approach six blocks from the call. Legitimate call or not, sweep first then respond. People would be really pissed that grandma was in severe chest pain for 30-40 minutes before help could arrive. Some projects were no response areas. The patient had to be brought out to a safe area.

Opinion on the street was they caused it so they deserved the lack of a fast response.
