The fact that he uses The National Research Council to refute the effectiveness of mandatory sentencing gives me cause for pause. While technically a non government organization, it receives 85% of its funding from the government. My guess is that it is overrun by liberals as well.
All the things that the NRC wants to eliminate were put in place to put and keep the offenders in jail because they were getting out early and committing more crimes.
