Why was the Pope’s plane forced to circle if it was not delayed?
They didn't want everyone to see photos of the Pope standing around on the tarmac waiting for Obama and Biden to show up.
The obvious answer that occurs to me is that they realized they were running early, and decided to kill a little time.
