I suspect that this is a trained counter-terrorism group, led by those in the know. It needs three distinct elements.
1) The organizers/teachers/directors. They train the others, plan and brief the particular hit, and guide it at a distance.
2) The stalkers. They track potential targets, figure out their routines and routes, and report it all using a concise format, that in the military is called by the acronym “SALUTE”: Size, Activity, Location, Unit/Uniform, Time of the observation, and any Equipment the target uses.
This would translates into how many are in the group they hang out with, what are they doing?, where exactly are they located, what their clothes look like, time of day when they were observed, and any weapons, gear, vehicles they use.
3) The hitters. Once they clearly understand the plan from the briefer, they need to enter the target area discreetly, then make the call whether to do the hit or not, before having a clear route out, and backup for when things go bad. That is, those who follow a hitter walk into an ambush.

Heroes all. Nice to see folks not looking to others to help them. Would they kill Americans who liberated Mosul? I don’t think so—Nor would they Russians. they would cheer—as long as we didn’t try Nation Building or any other imperalistic crap.
