Supporters of the Export-Import Bank believe House Speaker John Boehner's resignation could present them with a new opportunity to reauthorize the institution.
They reason that Boehner (R-Ohio), in the five weeks before he leaves Congress, will no longer be subject to pressure from the conservative critics who oppose the bank, which helps U.S. firms finance projects in foreign markets.
Without fear of reprisal from a part of the conference that has dogged him, Boehner could attach reauthorization language to a must-pass bill potentially the legislation needed to avert a shutdown before his resignation takes effect at the end of October.

He might not face pressure but everybody else will.
There’s still the matter of those voting for this would have to face an irate electorate. Such a vote would be a great opportunity to step up and self-identify as crony coddling statists of the type that make the voters’ blood boil. Cantor and Boehner are just the start.

This is the exact reason that, despite opposition by some, I would like to see Jeb Hensarling as the Speaker. He has long opposed the Ex-Im.
Members suggested for Speaker, thought to be more conservative, would have difficulty cobbling together a majority of Republicans. I think he would be a good “compromise” candidate.

There is no such animule “ must pass bill”. Especially not with a 30 day get done date
Another reason to get rid of him now, not wait for his “goodbye and FU”.
