You have to watch the 3:35 minute video. It has to do with the sanctions relief called the "foreign sub loop hole".

Two things if you are not a legal eagle: 1.) Statute over rides executive order and 2.) Companies who except the liscenes will be held liable and can be fined.

Also, Cruz (at the very) says it all in two sentences.

Wow! This is amazing and a checkmate.

The existence of this law gives Kruz all the ammunition he needs to bottleneck this Iran deal in the courts and essentially kill it.

(Except) the companies who (accept) the licenses will be liable and can be fined.

Thank you. I do know the difference between accept and except. I apologize for my stupidity. That is all I have to say.
