If they are non-violent with only drug possession charges, it is better to reduce their sentences than bill the taxpayers $40,000 per inmate.

Do you honestly think there are huge numbers of "non-violent with only drug possession charges" inmates in jail? What judge would even do that?

There are. Mandatory minimum sentences imposed by Congress have tied the judges' hands.
