Sad isn't it. Let's reach for a second and pretend they WERE able to figure out how to provide free tuition at all public universities. How would that work? Here's my guess:

To qualify for free tuition, a kid would have to select a major course of study that was preapproved by the government (you couldn't major in bowling, for example and expect the government to pay for it). Now, the government also wouldn't want to spend money on kids that simply don't have the aptitude to succeed at a specific major (why pay for kids that are poor in mathematics to go into accounting). So the government would provide placement testing to predetermine the free majors that a kid could qualify for. Thereby preselecting and predetermining where a kid fits in best with our new communist society.

I remember being taught that the evil soviets would take a kid and predetermine where that kid would work for the rest of his life. The kid was not free to choose what he did, but was placed somewhere for the betterment of the state.

This "free tuition" crap sounds like it's going in a very similar direction. Seducing the young into slavery is a great way to impose communism and have the slaves cheer about it. Brilliant.
