Many people will still pay attention. And Congress will also be in recess during the holidays, so it will be into 2016 before it's taken up there. I think there is a minimum number of days the full text must be public before it can be voted on. And it could well be strategically delayed in the House by a few dozen Republicans and the Democrats and maybe a new Speaker.
