Downsizing government usually means that the culprits are transferred to another part of government where they can continue doing damage. Firing them is the only solution but is not part of the equation. Will the next POTUS fire them or keep them in nice cushy jobs with high pay?
Most of these people can be replaced by machines... and the sooner the better.
