Vice President Biden announced Wednesday that he will not run for president, ending months of feverish speculation over his 2016 plans and likely settling the Democratic field.
Speaking in the Rose Garden alongside his wife Jill and President Obama, Biden said the window of opportunity to mount a viable campaign "has closed." He has been weighing a decision since summer, but cautioned all along that he and his family were grieving over the loss of his son Beau Biden -- and said Wednesday he knew that process could outlast the window for making a decision.
"Unfortunately I believe we're out of time, the time necessary to mount a winning campaign for the nomination," Biden said.

Probably when Sanders said crime pays,followed by the media cheers, Joe knew it was over. And he knows that the FBI is only investigating in a very narrow scope, not even looking for 30,000 deleted emails.
And that he knows the Justice dept will not allow a investigation.

That's how the fake opposition system works. The Democrats run things for 4-8 years, do a terrible job, so people vote for Republicans. Then after 4-8 years of Republicans doing more or less the same thing, voters think bringing Democrats back will somehow solve the original problem. And the cycle repeats itself.
So for ambitious politicians, as opposed to placeholders like Bob Dole or John Kerry, it's important to run at the end of the opposing party's "turn" at the wheel.
