They should NOT be heads of things like EPA because those agencies should all be abolished immediately.

As long as there is money for them in the budget, they have to stick around. A Sarah Palin type would be good at dismantling them, or perhaps finding creative ways to use their funding for legitimate purposes until a better budget comes in.

Howard Phillips was trying to dismantle Office of Economic Opportunity until Nixon decided not to break down the Great Society stuff. You could expect further pushback from Boll Weevil Republicans in the Congress.

That's why it will take Trump/Cruz to accomplish anything. Like it or not the Presidency is now an elective dictatorship. If the new president does not use those powers forced on the presidency by the Congress and confirmed by the USSC then tthere will be only a hiatus of effect in the march off the totalitarian cliff. Trump/Cruz seems to be the only combination that can pull it off. Napoleon with good intentions must be guided by the strict Constitutionalist at his right hand but must do these things. Then they must induce the States to call and implement that Article 5 Convention. No president can give those powers back to Congress and the Courts. Attempting to do so will transfer the Tyranny to the ruling cabal in the Congress which itself is allied with the Agencies. The States must take back their own power and reinstate their status as the main engine of government. State governments, being composed of politicians, many venal, are averse to doing anything so basic as calling a Convention and must be impelled (not compelled) in that direction.
