you are either ready or you are not.
Its a binary outcome - one or the other.
Most capable military command structures have contingencies for most everything. It is likely the russian high command has a few contingencies for the syria/ISIS mission that includes the use of tactical nukes. So, yes, they are ready to use nukes.
The big question is "what is the probability of a tactical nuke strike?"
For the sake of conversation we might want to explore the conditions that would push that probability out to 100%.
