Why have nuclear weapons if you are never going to use them?
LOTS of Russian generals advocated using tactical nuclear weapons (155mm/203mm <1kt artillery shells) around Grozny and terrorist havens in and around Chechnya. Couple of arguments on whether to risk a TU-22M dropping an ER nuke instead (enhanced radiation) similar to the French Pluton neutron bomb. Luckily the new TOS-1, direct fired artillery, and Fuel Air Explosives worked just as good as small nukes.
