Even earlier, US had purchased smaller helicopters from Russia for the Afghan air force but that was stopped after Moscow intervened in the Ukraine.

Their usage during the Kargil War, however, brought out their limitations as the Mi-25 has a service ceiling of 14,500 feet.

So the US gov’t was to have purchased Russian helicopters for the Afghans? Just so Boeing could resupply the IAF with Apaches over the next two years?

Who was to pay for the maintenance of these Russian copters? Ammo, fuel and training of the ground crew and pilots?

With a service ceiling of 14,500 in good conditions these will work fine with light loads, but in true combat they will have the same challenges the IAF had in the mountains.
