In Oakland, a black female city council member has attempted to “increase” the percentage of black police officers by trying to change the “requirements” for blacks making application. Unfortunately for her ( fortunately for the city ) state law controls the requirements. For Oakland, it’s East Oakland where all the crime is, and East Oakland is ALL Minority. As for your commrent about gang association not being a disqualifier, I don’t think, based on what I know that that’s true.
