50 years ago I was a Claims Rep for SSA and often encountered such fraud. Even back then, there were attempts to verify that recipients were still alive (particularly when relatives or care facilities received their checks).
Even where fraud was found, the U.S. Attorney would not prosecute (always bigger fish to fry) so, SSA would cut off the checks. What usually happened then was the fraudulent benefit recipients would merely go on welfare! Today, I'd be surprised if ANY effort is made to check such fraud as it costs far more in resources to stop the checks (with all the appeals, etc.) then it is to just ignore the problem!
I thought maybe make ALL the numbers ALPHA-NUMERIC
- even if you just used A through F (hexidecimal) you are set for a long long time
