Article mentions that 78% of detainees in that jail are “pre-sentence”, so they are not guilty of anything except not being to afford bail.

Not to pick nits, but wouldn’t that be pre-verdict or pre-trial? As someone could have had a trial, not yet be sentenced, and still be pre-sentence.

Of course anyone who is pre-trial would be pre-sentence too. Though calling them that almost makes it seem like their trials are foregone conclusions.
