The republican led congress has voted not only to hand over a blank check to Obama, but previously handed full diplomatic say-so to Obama... removing itself effectively from having any say so whatsoever in matters of budget or foreign policy.

The only current authorization of force in Syria is if Assad used chemical weapons. A week later the rebels gassed and area an claimed it was Assad to bring in the F-18s.
Assad immediately gave up his stockpile in the deal brokered by the Russians.
