As these Muslims become more and more radicalized their behavior often becomes more isolated and they are more easily agitated.
I know the Army threat assessment training says this in not a behavior that should trigger concern.
Wouldn't surprise me to learn that the training for civilian law enforcement isn't similar.

I wonder if his Gopro recording will appear on the internet? This was clearly ISLAMIC terrorism. He did have contacts overseas in Saudi and he also had helpers with bomb making..so there are more perps out there.
BTW, the training guidance changed after Obie was elected in 2008.
