First compare killing rate of equal size populations.
Let’s compare each of the 435 congressional districts with each other. Then let’s compare each of them with areas of similar population in the developed world. Then let’s compare each of them with areas of the emerging world and of the not-so-emerging world.
Does it really matter if the motive is hate, greed, jealousy or whatever?
