They are trying to change the law.

You're so wrong, Johnnie, it's not even funny! They have the means to pass a bill into law and instead of doing so they passed a resolution that has no force of law whatsoever!
It's a meaningless act and a crude political ploy.

It isn't a law so it constitutes SQUAT!

“In effect, it is a move toward the ratification of the idea that global migration is a ‘human right,’ and a civil right, and that these so-called ‘”immigrants” rights’ must be supreme to the rights of sovereign nations to determine who can and cannot enter their borders.”

In effect, not in actuality.

Leahy won't submit an actual bill because the means to do the very thing they voted against is already enacted into law. A new bill would have to state it was repealing the law on the books drawing even more attention to just how right Trump was.
