St. Paul has a sordid history of being a "sanctuary city" to other types of undesirables. In the '30s, St. Paul told criminals they could stay in St. Paul if they promised not to commit crimes. Criminal gangs like the Barker gang and others holed up in St. Paul and were given protection from the law.
