I would not recommend using this as one of her lies. She notified congress that the WH would follow the law. However he was not the SOS when the swap was made so she had no oversight.
The it on Obama and Kerry, not Hillary.
Stick with Benghazi was all about a video and the families are lying about Hillary saying that.
