He can have ATF change the 4473 form without even an EO. Suppose he makes a new box saying “attach psychological evaluation from a certified psychiatrist here”? Not something you can refuse or disobey.

What I wrote is still correct. The executive order has to be followed by the ATF person, who is under the jurisdiction of the executive branch. The resultant action may affect you, but the executive order is not something that YOU are required to follow.
